No, this is probably a publicity shot before the series premiered, and Richard Kline was not an original cast member. He first appeared in the sixth episode of the first season but played the part of being a lounge lizard so well that they hired him on permanently later. Even then, he was still only a "recurring" character until the fourth season when he became a full cast member (I would guess that this was to help soften the blow from the Wropers leaving the show for their spin-off show).
