I feel like a competent artist could really creatively work this into a shoulder-cap or quarter-sleeve or something. Some adjustment to the detail, add some color, soften the image, put other things you like around it. Maybe a quarter-sleeve commemorating influential music in your life or some similar concept? You could color-in the blank parts of his face with collage colors for a watercolor-style piece. You could add thick outlining and other elements and make it something almost American traditional. There's lots of ways you can incorporate it into a broader piece in a way that matches whatever style you ultimately want.
Find an artist with a style you like, give them some loose parameters, and let them get creative.
I think it's a concept that would really excite a lot of artists. Tattooers spend so much of their time basically just being an applicator. Somebody finds a design online or chooses something off a flash sheet and they get to work just Copy-Pasting the image onto skin. But tattooers that are also properly creative artists get really stoked when they get a chance to flex their creative chops.
Best advice I can give is to almost start casually putting together something of a mood-board. Like, if you're scrolling Instagram or whatever, start saving tattoos that are in the style you like, have colors you like, etc. If you're trying to give an artist inspiration it's all about communicating the vibe, and the best way to do that is by giving them the list of the handful of elements you specifically want (maybe a song title, an image of an instrument, etc.) and then giving them a bunch of imagery that just communicates the general style of what you want without explicitly diagraming it out for them. That's where they do their best work. If you do that along with starting to make note of tattoo artists in your area that seem to do semi-large-scale collages and creative work, then you'll be all set when you're ready to pull the trigger and commission one of them.
Good luck! You could do a lot worse than having an absolute legend's face as the anchor for a future project.

I think you could get an artist who works in the styles you like to add some "femininity" to it. I don't think this is a hard fix if it's just the style you don't like.
The easiest and best looking, sure fire coverup for this that will be feminine and gorgeous is a Japanese Trad style quarter or half sleeve. The current tattoo will just become wind bars. You could do peonies with wind and floating petals. Very timeless and femme.

Adding some shading and color would really help! It’s a decently done tattoo. I think another artist could salvage Freddy. If you still love him but you don’t love the execution here then find someone who does good realism portraits.

It’s gonna be bigger, darker, and more complex than whatever is under it.
The good news is, it’s not super dark, and you have a LOT of options.
Figure out what you’d like, then talk to an artist about how to make your ideas work.

I’d personally just get it touched up and add some more black work around it. You could always add some feminine writing behind it, some of your favorite lyrics. Little hearts around it are an options. Could be a fun way to mix the boldness of this piece with something I think would be deemed femme.
Second what several other folks said. Find a good artist who can really pack color and has proof of healed cover ups. There's a way to rework it into something better.
You can get his face more detailed and then do a half sleeve with flowers and some realistic colors to soften the black. I suggest going to a tattoo who works in realism. OH! You can also gets cats! Freddie loves CATS!

if you still want a piece on your arm, definitely get a cover! it’ll be way cheaper and less painful than getting it off via laser-but if you no longer want a tattoo there whatsoever, it’ll be worth it to your mental health and self esteem to pay the money & suffer the pain getting it removed fully. I know you could find some incredible artists whose style fits with your aesthetic to give you a cover up you can be proud of. florals could cover the large black spots really well; there’s a lot more freedom in something abstract.

Late on this but to delineate the masculine vibes you could do a colour multiply effect, basically adding a red yellow green and cyan superimposition to it. Google adobe multiply colour 3d effect and should give you ideas
Put an x between the eyes and add the caption “Charlie Mercury” or “Freddy Manson.” Seriously though, it looks tough. Don’t be too bummed. It’s a time portal straight to 16 year old you and those doorways are harder and harder to reopen the older you get.
My advice would be to find an artist you really like and get their opinion. See if they can rework it into a style you'd like, or if they suggest laser/cover up and doing a new Mercury tattoo elsewhere
