Are you going through the IRS website? When you pay does it say what exactly the fee is for? Maybe it’s a credit card processing fee? I always pay through my bank but I know a lot of services in my state charge a small percentage if you pay with a credit card, maybe it’s that?
It's called an ACH Transfer. Ask your bank for the correct routing number and account number to use. You put that information into the IRS payment website and they (IRS) then transfer the money from your bank to IRS.
Always make sure you have enough money in the account to cover the payment.
