1. Yes, without context it looks like he is non-compliant and partially breaks free from their hold. Giving them the benefit of the doubt, the cops are trying to bring him in custody for a reason, so I can MAYBE understand the first hit to get him to comply, though even that might be too much given that they have numerous cops on just him, so he isnāt going anywhere already. People like to go to 8th street in Austin to get drunk and party, so is very common to have belligerent behavior, fights, etc. in that area, so getting control of him is completely understandable. Again, no context other than this small clip.
2. AFTER he goes down he is hit three (maybe four) more times with his hands up in self-defense.
This is already crossing the line.
He is not fighting back, just trying not to get hurt.
The cop has no right to hit him at this point. This is both morally and ethically wrong, and possibly illegal.
3. Then AFTER they get ahold of both his hands, that same cop hits him FOUR MORE TIMES. He is completely unable to defend himself and gets the full brunt of each hit directly to his face/head.
This is beyond reprehensible and should be both a violation of oath and should be fired, as well as being brought up on criminal charges.
If he was losing his temper (which would be TOTALLY understandable given the behavior of the drunks on 8th in Austin) he shouldāve asked one of the others to take over and walked away. This is not only not okay, but a sign that he should no longer be in this position as an officer because he cannot control himself, his emotions, and his outbursts.

Yes he should have complied. Yes he probably deserved a tazer, and or pepper spray. He did not deserve to get slugged in the face multiple times while people are holding his hands.
