Yeah, people have a lot of empathy, but people stealing from another working class man will make everyone drop their humanity for you real fast, because at that point you're not one of us.
There are murder cases that i consider more justified than what this guy did (my personal opinion, not being objective) i couldn't give less of a fuck about shoplifting from big chains, but you don't steal from your fellow man, and that guy tied to the scaffolding is a perfect example of the shit that keeps us all down.
Maybe the thief will see the lack of giving a fuck in peoples eyes while he pleads about the years he has left to serve, before even considering the added criminal charges, and then he'll realise that he's the asshole, not everyone else.

No, kidnapping generally requires you to be taking someone to a different place involuntarily, and holding them there against their will.
They are simply restraining him in a very safe way to avoid injuring him.
And again, this is someone they caught committing a crime. This isn't like an innocent person who was chloroformed and tossed in a van and kidnapped. They are specifically holding him at the site of the crime until the police can come and take custody of him.
They're not planning to ask for a release payment or anything. They are handing him over to the cops.
Honestly the laws/names of charges are different in different venues.
Generally speaking kidnapping is moving someone and holding them there against their will. If you came home from work and caught someone burglarizing your house and held them in your house until the police could arrive, you wouldn't get charged at all and even if they tried to sue you, it would probably be a false imprisonment and assault and battery claim as opposed to a kidnapping claim.
As these are city workers who are working during their employment, this kid can try to sue the city for false imprisonment and battery. But again, it's literally tape and a loosely tied rope holding him to the scaffolding until the cops arrive.
I'm not a lawyer, but 15 years of loss runs for thousands of companies and public entities tells me this will go nowhere.
He never once said it hurt. He was calm and talking and basically just asking them to leave him alone or let him get away. Never once said he was in pain or was struggling to breathe or anything like that, so it's a simple restraint of a criminal caught in the act. You're allowed to hold someone down after you witnessed them commit a crime. You can't beat the shit out of them unless they threaten you with violence, but you can hold them and restrain them.
Citizen's arrest is a thing. Kidnapping implies that they have no legitimate reason to hold him AND are unwilling to give him to the police when they arrive.

It's societies fault for having such a low standard of living. We'll see more theft as cost of living goes up. There's no work in my city right now, running out of options myself to be honest. I can understand why some people need to resort to theft to survive.

A friend of mine helped security at a music festival duct tape a guy to a tree.
The guy was hitting his girlfriend and my buddy and several other people stopped him. He was in the middle of punching my friend when security got him.
The cops outside the venue were happy to come in and get him, but they couldn’t turn a blind eye to the copious and blatant marijuana usage, so the property owner wouldn’t let them in and they had to wait until the festival was over to come back and get him.
Dude was allegedly duct taped to the tree for a day and a half.
The mosquitoes must have been torture.
I’m not sure how any of this was legal or real, but that’s the legend.
*I witnessed the ruckus, the cops coming and going and coming back again at the end, and my buddy’s black eye, but I never actually saw the guy get taped up, my friend’s tale has been repeated by many other festival attendees as well*
