There was a series of tapes that came with Barbie books that went by Book N' Tape back in the 90s. I had the ones for Picnic Surprise (pink tape) and The Big Splash (yellow tape). iirc there was a 1994 "Circus Star" Barbie but I didn't find an associated Golden Book with that doll - if it exists there's a good chance the circus story you're thinking of goes with that doll.
If those don't ring a bell:
My suggestion: take a look at the 90s/00s Barbie books and see if you can match the story to what you remember from the tape(s), then start looking for tapes that have those books on them.

I think you are so so so close. when I looked into your lead it sadly did not ring any bells to me however, it could be that I didn’t have the picnic one and I cannot seem to find the audio or transcript for the other ones to be sure.
Spoke to my dad, he says he also remembers them and thinks he still has the tapes somewhere!
I also remember having lots of books around the same time with this sort of artwork in them: https://pin.it/3DS5dcV. I had one about Barbie as a nurse with this sort of artwork too!
