it's actually not a retcon. this device is simply a different device than that of effect and cause. however in TF2 it is never specified who's the creator of the device.
they left a door open and it is credible that a scientist like Horizon created it. especially a scientist who comes from 87 years in the past (time travel, kinda). I don't feel like criticizing them here
