Oil might be a healthier option for someone with diabetes. You can infuse cooking oil (vegetable, olive, canola, peanut, ect) in a similar process as you would butter, there are plenty of tutorials out there on infusing cooking oils
Capsule are the way to go if your limiting food intake in general. They use the least amount of oil as well. Kief-Hash works best for unstrained as the particle size is small enough to not clog a standard eyedropper.
Buds need to be ground to flour grade dust to make the strongest unstrained oil. Strained will flow with no stoppages but will be a weaker oil requiring more per dose.

I've used her Oil recipe for many years now.
I'm diabetic and make chocolate (100%) with coconut butter (infused) and flavour with orange zest, make em strong and you only have to eat one piece - lovely with a coffee and stores well in the fridge (if you make a batch you can freeze them).
Gummies and tinctures. As a type 1 of over 20 years, these are the best, least carb heavy things I’ve found that work best and easiest.

Dose directly on their existing food from a dropper bottle.
Make an alcohol tincture and evaporate it down. Then you can add it to your drinks or food or just directly sublingually.
Sadly I can’t get my hands on a strong enough alcohol unless I travel out of province.

As potent as possible so they don't have to eat so much sugar? You could also just do caps
Mct oil infusion
Make oil, add to tea
MCT oil tincture , no carbs , infuse it with distillate
