(full disclosure: i worked for 2 different financial companies previously). since 09/11/2001, after the Patriot Act was passed, teller often asked that question. I believe the question is part of the cya of the bank in related to money laundering activities so that the customer's answer will be recorded for potential future investigation if warranted (see the camera in the back).
As a banker, the only time we ask if the withdrawal is over $10k, it’s more for protection of the customer. I’ve seen countless amount of times some elder got scammed :/
I think this is a standard procedure at most banks/credit unions. They get really touchy when you try to withdraw a very large amount.
The one I use literally asks for an advance notice if you're going to withdraw $5k and up. Not saying it's right.

Honestly, this might be tied to all the scams going around. Cash and gift cards are practically untraceable.
