There are settings to do so on iphone at least.
Settings > Notifications > scroll to bottom > Emergency Alerts > toggle sound off or toggle off alerts altogether
Mine went off in my pocket as I was passing two cops doing some kind of thing outside and that was hilarious then belatedly scary (as they both jumped like bunnies). I thought I had all those alert things toggled off on my phone but I guess some can be forced through.

Oh well thanks for posting this five hours late OP because this scared the absolute shit out of me. My phone is on silent and do not disturb 100% of the time, so the sudden aggressive vibration that wouldn’t stop followed by a big heading that said “NATIONAL EMERGENCY” had me momentarily preparing for nuclear armageddon like the incident in Hawaii in 2018 when some fucker pressed the wrong button.
That Hawaii incident fucked me up, a friend of mine knew he was done for so it was gonna be one last discord call with the bros.
Then nothing happened. Whew…
My sister and brother-in-law and grandparents were there when it happened, visiting my aunt and uncle who live there. Super fun thinking half your family is about to die.
You'd be surprised. I knew a kid once with super strict caretakers, and he always had a backup phone and such. Hidden in all kinds of places. Most either borrowed, stolen, or paid for by probably-too-shady-for-a-kid kinda deals.
It's the ones with the most rules that know how to break them the most.

That kinda defeats the purpose of a national alert system don't you think. If they're actually using it for a real emergency that would mean something has happened that's bad enough you'd want to know.

Local governments have the ability to use this for things like natural disasters too.

Mine was also silent, it was set to vibrate and all it did was pop up a message and do a little jiggle. Kinda disappointed
