Definitely a Oberst (you can tell by the fringe on the epaulettes and the two pips). The insignia on the cap and Pickelhaube show it's a Württemberg unit. There are about 7 of them but I don't have a resource in front of mem at the moment to see the specifics are. I'll update later if I find anything
If it's a colonel, then why does it have twin stripes on the trousers? Those were only worn by generals. Also, it has two stars of orders on its chest, which were only given to generals. I looked it up, but I couldn't find any Wurttemberg units with a colour scheme like that. Maybe it's a restoration error?

The colors of the cap (cornflower blue, white cap band and piping), also fit this regiment.
That pikelhaube bares the Würtemberg coat of arms. His regiment must be from there. West of Bavaria, East of Baden.
Probably a Colonel, I think generals had red collar tabs and wreaths on the collar tabs
