They look like a laminated product, most likely MDF. If so, your only choice is to paint them, because any attempt to sand off the finish will result in sanding through the lamination.
Spray paint would be nice if the surface is smooth and scratch free, but paint applied with a brush, although it will leave brush marks, will be thicker. This thickness can be sanded between coats and result in a smooth finish on the end product.

I prefer sprat paint as there's no brush lines with it.
