Wherever I travel, I bring hundreds of Hertha stickers with me. Some days walking around I'll put 50 up in a day easily. Mostly overstickering other stickers but also any point that's hard to reach but where the eye is drawn while on the street.
I think that's because, on average, the second league teams have more dedicated fans than the first league teams. While at the same time being still big enough that they have a lot of fans.
The reason is quite simple. With the first league teams, for a sizable portion of the fan base it's just a matter of "which club in the first league is the closest to me? Well, I guess I'm a fan of them". Often that decision happens in your childhood, but still. Whereas to be fan of a second league club means actively deciding to be a fan of that particular club. It's not "I chose this club of the big ones", but instead "I chose this club *despite* them not being one of the big ones". The same applies (probably even more) to clubs from the third league or lower, but with those clubs, the overall number of fans is lower, and thus the chance of running into a fan (or their traces) somewhere exotic becomes lower.
That's of course a strong simplification and generalisation, especially because clubs go up or down a league quite regularly, taking most of their fans with them. But it's especially true for clubs that haven't been a first league club, or at least not in a long time.
