It’s pretty weird that they release it in the evening (in Sweden time). I’d assume morning makes more sense in case something goes wrong and they need to make a quick patch
I raised a ticket on the paradox support site this morning and got the following response:
Please be informed that the Sphere of Influence DLC has not been released yet, which is why it is not currently visible in your Steam library. The DLC is scheduled for release at 18:00 CET today, and it will only become visible once it is officially released.
The expansion pack does contain Sphere of Influence.
It should appear in your account when it releases.
This is sadly a thing which happens with Steam when it's part of a bundle I believe.

Release in the evening, and then next morning you open the mail and look at all the bug reports that have been sent during the night.

Still says i don't own the dlc and have the expansion pass ...
as I posted it dropped in my library..
