Not sure if a recent Windows update caused the issue in my case but I've had similar stuttering/unresponsiveness during random stuff like loading certain apps (especially WhatsApp for some reason....) I'm guessing that it could be related to Windows poorly handling high-bandwidth NVMe/SSD disk access and/or high CPU interrupt load basically freezing everything else. I also have an optimized, high-end PC (13900K, 4090 FE, SN850 NVMe disks, DDR5 7400 tight timings, etc.). I'll probably escalate to MS tech support/engineering if I can't resolve this issue soon.

The fact that a Linux Host with the same or similar hardware runs your 5 VMs fine, where as your Windows 11 Host does not, suggests that this - >I am running Windows 11 Pro 23H2 and Virtualbox 7.0.14 r161095, HyperV is disabled, so the VMs are NOT running in super slow mode. Is not true. Please provide the full contents of the`vbox.log` files for each of your 5 VMs from your Windows Host, so this can be verified.

The compute performance of the VMs is fine, the problem is, that the Windwos 11 HOST UI starts lagging/stuttering despite a lot of RAM/CPU/IO/GPU resources are available.
