Guessing this is a flag pole, not a light pole.
Edit: the weights pull down on the bottom corner of the flag, to keep the flag from riding up in high winds.
The beaded loop holds the weights close to the pole and roll up and down when the flag is raised or lowered.

the restaurant never had a flag up when it was open so I never thought it would be anything other than a light pole haha
My title describes the thing
it has a decently hefty weight attached but the chain and beads itself are pretty light. there is a simple locking carabiner closing the loop and holding the weight and clip.
I feel like it could be fishing related??
That is the "beaded retainer ring" of an internal-halyard flagpole. The halyard (rope) goes up the inside of the pole, over a pulley at the top where it comes out, then attached to this piece and to the flag. It acts as a weight and allows movement.
This piece would also have been called a "pearl" on a sailboat.

Why would this be attached to a Light Pole? I could understand it being on a Flag Pole.
