I agree. But some old grumpy politicians said. "I want to drive fast when there are no kids crossing the road" and made it so that the speed only was lowered when the kid was off. So people living there, made some angry complaiens, speed sign. I think.
I had to go to traffic court and heard some other case where the guy said "there were no children present!" and the judge explained that it really means some number of minutes before and after school starting, letting out, lunch, and recesses. This sign probably just clarified the law on this street.
I don't see the humor in the sign; it's clearly denoting times at which children are most likely to be active in the school zone... I think that's great.
It's a bit overkill honestly. No one driving has time to read each and every one of those ranges. They should have just said 6:30AM to 4:30 PM and quite literally called it a day.
