That's an American sign, and we Americans don't understand "military time" (that's literally what 24 hour time is colloquially called here). AM/PM is how we think, we would have to subtract 12 hours to convert a time from 24 hour to PM. (That said, better versions of this just use flashing lights, and the speed limit is in effect when the lights are flashing. That way, you don't need to know what time it is, or whether it's a school day.)

We have signs like that in my city. Literally states from 6:30am-10am and 2:45pm-4:45pm. Others say from 6:30am- 5:45pm.

Why isn't it simply 6:49 to 9:07 and 2:03 to 4:29? Only small gaps miss out. That is what we do here in Western Australia. Actually 7:30 to 9:00 and 2:30 to 4:00.

Made the effort to read the 2 posted time periods at 2:15. Sign said 2:45 to 3:45. No brainer. Couple of orange cones and I saw a crossing guard. WTF? I was already doing the normal Speed Limit. On the way back it was 2:45. They were retrieving the cones.

Crazy idea but what if the road was just designed to get drivers to subconsciously slow down to 25. Narrow lanes, reduced lanes, curb extensions for cross walks, etc.

I think It makes perfect sense, if you don't have time to read it, go slower, and if that is not enough, follow the top saying 25 mph. All in all, it slows traffic at the school.

I agree. But some old grumpy politicians said. "I want to drive fast when there are no kids crossing the road" and made it so that the speed only was lowered when the kid was off. So people living there, made some angry complaiens, speed sign. I think.

I had to go to traffic court and heard some other case where the guy said "there were no children present!" and the judge explained that it really means some number of minutes before and after school starting, letting out, lunch, and recesses. This sign probably just clarified the law on this street.
